EThekwini Municipality’s Finance Committee has noted the Revenue Management Directorate’s marked improvements in both revenue clearance and dispute resolution. These are critical functions that directly affect residents and businesses.
At its meeting held on 22 July 2026, the Committee noted that the Directorate has exceeded targets for issuing Revenue Clearance Certificates (RCCs).
More than 1?400 certificates have been processed to date, achieving a 94% performance rate against the 85% target set in the Service Delivery and Budget Implementation Plan (SDBIP). This milestone underscores the City’s commitment to efficient, reliable service delivery.
The Directorate also reported significant progress in resolving customer disputes. Out of 204 disputes lodged to date, valued at R244 million, 148 were resolved within 30 days, 19 within 60 days, and two within 90 days. Thirty?five cases remain under investigation. Most disputes related to electricity services, followed by water and sewer accounts.
Customers are urged to use the official dispute resolution channels listed on their municipal bills to ensure cases are formally logged, tracked, and resolved transparently. Those with disputes predating January 2026 may also benefit from the City’s recently introduced Debt Relief Programme.
The Committee further welcomed updates on SmartRev, the City’s digital customer service platform. Through WhatsApp, USSD, Revenue Correspondence and e?Services, residents can now access services more conveniently. Self?service kiosks will soon be rolled out at Sizakala Centres, enabling customers to view accounts, make payments and submit meter readings.
The Finance Committee reaffirmed that these improvements strengthen accountability, protect revenue, and enhance customer service excellence ensuring residents receive the efficient, transparent service they deserve.
