Sakhithemba Homeless Shelter Progress

EThekwini Municipality Mayor, Councillor Cyril Xaba has expressed satisfaction with the notable progress of Sakhithemba Homeless Shelter which is under construction in Illovu, south of Durban.

This follows an oversight visit by the Executive Committee members led by Mayor Xaba this morning, 2 June.

The shelter forms a key component of the Municipality’s citywide response to homelessness and is aimed at providing dignified, safe, and structured accommodation for individuals living on the streets of Durban.

Mayor Xaba said the shelter aims to provide life-skills development and support programmes that will assist individuals to overcome substance abuse and reintegrate into society.

He described the initiative as innovative as this Municipality takes an alternative approach in tackling homelessness.

Phase 1 of the shelter has been completed and consists of additions and alterations to existing admin block, a new guardhouse, a new multi-purpose centre, new driveway and parking, earthworks and retaining walls.

Currently, Phase 2 is under construction and will have two new sleeping blocks, ablutions and shower block and sewer treatment plant.

The project is anticipated to reach its overall final completion stage in early 2027.

The project was initially designed as a 400-bed facility. However, in response to the growing demand for expanded shelter services and strengthened social intervention programmes, the scope of the project was expanded to increase its capacity to 800 beds.

“This will not be a prison for homeless people. Once they have been rehabilitated and equipped with life skills, they will be reunited with their families. We do not expect them to spend more than two years at this centre,” said Mayor Xaba.

Once completed, the facility will significantly strengthen the City’s homelessness intervention programme by improving access to temporary shelter, social support services, and reintegration opportunities for vulnerable residents.
