EThekwini Municipality’s Executive Committee held its ordinary meeting on 17 November 2020.
CITY RECEIVED THE HIGHEST ACCOLADE FOR BUILT ENVIRONMENT PERFORMANCE PLAN
The City’s Built Environment Performance Plan (BEPP) was recognised by receiving a Platinum Award by an independent agency appointed by National Treasury. Their results reflected a 110% improvement from 2019/2020 to the 2020/2021 BEPP. Improvement was also noted in aligning and obtaining public sector expenditure in the municipality as well as clear evidence of Spatial Targeting and Outcome Based Planning.
Presenting the outcomes of the assessment to the Executive Committee, Chief Strategy Officer, Adrian Peters, explained that this was a great accomplishment for the City as the Platinum status is the highest achievement awarded. The BEPP was adopted at Full Council in May this year, along with the IDP and MTREF. The BEPP will, from next year, no longer be a strategic planning document but incorporated into the IDP and SDF of the municipality.
Whilst this can be added to the many accolades awarded to the City, improvements needed to be addressed in the following areas:
- The City needs to clearly articulate its Theory of Change
- City to ensure that the Monitoring and Evaluating indicators as per Circular 88 are addressed fully in the BEPP
- The City to continue its efforts to Implement Strategy-Led Budgeting
- The City needs to consider the adoption spatial planning, prioritisation and budgeting tools
