EPWP Reform Takes a Major Step Forward

Statement by Edwin Macrae Bath MP – DA Deputy Spokesperson on Public Works and Infrastructure:

The DA notes the decisive intervention by Minister Dean Macpherson following serious findings by the Auditor-General regarding the misuse of the Expanded Public Works Programme (EPWP) in the eThekwini Metropolitan Municipality.

The Auditor-General identified material irregularities, including payments for work not performed, ghost beneficiaries, deceased individuals listed as participants, and beneficiaries without valid identification, all of which fundamentally undermine a programme designed to support vulnerable South Africans.

Minister Macpherson’s decision to withhold further EPWP transfers from the beginnfing of the upcoming 2026/2027 financial year until strict corrective actions are implemented sends a clear message: there is no longer any room for the misuse or abuse of the Expanded Public Works Programme. The requirement for a council resolution, independent investigation, disciplinary action, and recovery of losses represents the level of accountability that South Africans expect.

The choice is now clearly with local Councillors and the Council. They can avert this suspension of funding by meeting the 30 day deadline.

This intervention also builds on the Democratic Alliance’s country-wide initiative inviting members of the public and public representatives to report the misuse and abuse of the Expanded Public Works Programme. The findings in eThekwini underscore the importance of this initiative and reinforce the urgent need to clean up the programme across municipalities, provincial governments, and national departments.

The EPWP is intended to create dignity through work opportunities for those who need it most. When mismanaged, it robs vulnerable communities of opportunity and erodes trust in government. Strong oversight, consequence management, and transparency are essential to restoring the integrity of this vital programme.

This decisive action represents a meaningful step forward in cleaning up the Expanded Public Works Programme and ensuring that public funds are used to create real opportunities for South Africans.
